In its 3Q09 quarterly report, one of the largest outsourcing advisory firm TPI predicted that Europe will end the year as a highest outsourcing spender. TPI's 4Q09 report just confirmed that fact. The report indicated that through all quarters of 2009 Europe's total contract value among Forbes Global 2000 companies reached $29,3 billion , which is $1.2 billion more than North America's figures.

The main boost was seen in the last three months of 2009, which was an increase of 135 percent compared a year ago. "There was a strong recovery for IT Outsourcing demand in the fourth quarter of 2009 after a slow start of the year, this increase was primarily driven by two mega-deals signed in Europe towards the end of the year" - explained Duncan Aitchison, TPI president and partner.

Two leading TPI experts among whom were, Siddharth Pai, Partner & MD, TPI India and Melany Williams, Partner & MD, TPI Momentum, (the arm of TPI that brought out the report) commented on the report indications and possible developments on the global arena.

According to the National Outsourcing Association’s (NOA) IT outsourcing is likely to become a more popular among end-users. In its report, which surveyed outsourcing users in UK, more than a half of respondents expressed confidence in the use of outsourcing to support their business objectives. The report indicates that 52 per cent of respondents are reviewing existing outsourcing contracts and considering new sourcing opportunities as a result of increasing confidence across the board.

The report also assessed confidence across various verticals and found that the financial services sector is most positive (71 per cent) about the use of outsourcing in 2010 and beyond. The services sector also indicates high confidence with 61 per cent being more positive than last year; while the retail sector is marginally less confident at 55 per cent

Owing to the increased industry confidence, 60 per cent of users said they intended to outsource services not previously outsourced this year. Likewise 56 per cent of those already outsourcing planned to increase the scope of existing contracts.

Another IT industry analyst firm Ovum, pointed out that experts believed firms would use more outsourcing to captialise on the cost savings it can deliver. Patrick O'Brien, senior analyst at Ovum explained that firms will be more willing to base their strategic decision making around IT outsourcing as they are more confident about their future.

Last month, the analyst predicted a rise in the popularity of IT outsourcing over the coming months, as companies are hoping to benefit from the reduced costs it can deliver. He also claimed that the approach can permit firms to benefit from more flexibility, allowing them to dedicate resources to finding new business or retaining customers.

The 4Q09 report made by research firm TPI finally confirmed that the recession in IT outsourcing sector is over. The report indicated a strong recovery in terms of contract value and market dynamic in the final quarter of the previous year. Although the figures were far from pre-recession levels the industry showed a solid growth (130% quarterly and 61% yearly) compared to same period period a year ago.

Despite this positive accord in second part of 2009 the research agency, however expressed more moderate optimism in its outlook for 2010 indicating a slow but steady recovery in the broader market.

Some experts however, predict a higher-than average growth for some areas of the industry that include reverse outsourcing, verticalization, healthcare and business analytics.

The Global offshore outsourcing market for IT and business services has exceeded $55 billion USD in 2008 and some estimates suggest an annual growth rate of 20% over the next five years. In 2008, India exported $40 billion of ITO and BPO services, while China, Russia and Brazil managed $5 billion, $3.65 billion and $800 million respectively. However, there also were 120 other active offshore locations offering IT and business process services. All were looking for new business. Moreover, the BRIC countries are not without their problems, with Brazil and China hardly leveraging their potential, Russia lacks of government support and is being led into high-value but niche work, while India and China may even be seen turning to Non-BRIC locations for some of the solutions. All this points to the fact that relative attractiveness of BRIC and non-BRIC countries as offshore, outsourcing and business locations is highly dynamic.
